He was the second son (in a family of seven sons and nine daughters) of Sir John Chichester of Raleigh, landowner, and Gertrude, daughter of Sir William Courtenay of Powderham Castle." James Leone offered via email in September 2008: In Sir Arthur Chichester's will dated October 29, 1621, Codicil dated February 18, 1624, proved May 21, 1625, he names brothers John Chichester the elder, Edward Chichester, John Chichester the younger, Lewis Pollard; nephews Sir Robert Chichester (and his daughter Anne), Arthur Chichester, son of his brother Edward, Sir Arthur Basset, Francis Bassett, Faithful Forescue, Arthur Hatche. He names Arthur Langharne 'late wife's grandchild'; he makes an unclear references to Charles Chichester 'my servant'; Harry Upton 'Kinsman'; Peggye Bassett 'Little Wench'; Arthur Denham 'My boy'."
