Born January 12, 1921, in Magoffin County, Kentucky, to Kelsey N. and Celia Kilgore Risner, he had been a Shelby resident the majority of his life. He was employed with Tech Form Industries, retiring in 1986 and enjoyed woodworking. Survivors include his wife, Donna Risner, whom he wed June 9, 1947; two daughters and one son-in-law, Faye and Bill Whechel of Marion, Indiana, and Margie L. Taylor of Shelby; two sons and one daughter-in-law, Raymond C. and Geraldine Risner of Bellville and R. Scott Risner of Shelby; 14 grandchildren; eight great-grandchildren; four great-great-grandchildren; one brother and four sisters. In addition to his parents, he was preceded in death by a stepdaughter, Sue Elliott, and one brother. Private graveside services will be held Saturday, April 2, 2005 in Oakland Cemetery.

Ray Kohler's data in Ancestry World Tree Project offers: "Jacob Seager enlisted on October 16, 1862 in Company F, 177 PA Volunteers, passed through Virginia and North Carolina till August 5, 1863. On September 3, 1864 he re-enlisted in Company K, Pennsylvania Cavalry, traversed Virginia and West Virginia and on February 27, 1865, passed down the Shenandoah Valley to Petersburg and Appomattos, where on April 9, 1865, he witnessed Lee's surrender to Grant. He was discharged June 21, 1865." He r. the Seager farm near New Germantown in Perry Co., PA. He was a Lutheran. The News [Newport, PA], 14 August 1914, p. 4: Mt. Pleasant, Aug. 12. Jacob Seager, a prominent farmer of Toboyne township, died at his home in Seagertown on Monday evening, August 10, aged about 77 years. He is survived by four daughters and one son - Mrs. Florence Weaver of Ohio. Mrs. Z. M. Willhide of Oak Grove, Mrs. W. H. Adams of New Germantown, and Miss Blanch Seager and Foster T. Seager, at home. He is also survived by one brother, George D. Seager of this place."
