Mr. Bailey was born Jan. 8, 1921, in Muscatine, to William G. and Nellie Lucille Paullins Bailey. He married Alta Mandler on Sept. 1, 1946, in Nashua. He was a U.S. Navy veteran of World War II. He had been the director of research and development for the Cardinal Scale Company, Webb City, until his retirement in 1986. He was a member of the Glanslammers Bridge Club and the Genealogical Society, Joplin, Mo. He was of the Methodist faith. Survivors include his wife, Alta; a son, Kent Bailey, DDS, of Gladstone, Mo.; a daughter, Kristen Bailey of Prairie Village, Kan.; and a brother, Paul Bailey of Columbus Junction. He was preceded in death by his parents."

After school, he enlisted in the Air Force and then later the Army, where he retired as a 1st Sargent. After retiring from the military, Joe joined the City of Brewer Public Works and then moved to Parks and Rec, where he retired after 20+ years. During retirement, you could find him riding around with his beloved dog, Buddy, and helping friends and strangers alike. Over the last few years, he delivered food and supplies to the communities of the less fortunate. He was predeceased by his parents; brothers, Steven, Terry (Sam), and Alson (Butch); sisters, Alice, Linda, and Debra; and grandson, Harry (Joey). Joe leaves behind wife, Betty; son, William and his wife, Lisa; son, Joey and girlfriend, Pauline; grandsons, Nicholas and Alexzander; granddaughters, Abigail and Chelsea; great-granddaughters, Freya and Emma; brother, Craig and his wife, Della; sister, Verle and her husband, Frank. Joe has touched so many lives over the last 70 years he surely was loved and will be missed by many."
