He was born June 9, 1948, in Milbridge, the son of Charles M. and Madelyn D. (Strout) Phinney. He was educated in the schools of Skowhegan, graduating from Skowhegan Area High School in 1966, then continued his education at Southern Maine Vocational Technical Institute, graduating in 1969. He was married to Cynthia Brow, mother of his two sons, Scott and Bob, for 10 years. His second marriage was to Carol Savage. On October 12, 2012, he married the love of his life, Bette Chesley who predeceased him.
Woody worked for over 20 years as a Millwright for Scott Paper plant starting in Winslow, before transferring to the Sappi (SD Warren) plant in Westbrook from which he retired. He was a member of the Masons Pleiades Lodge #0173 and enjoyed carpentry and collectibles such as die cast cars. He is survived by his mother, Madelyn Phinney; sister, Linda Willley and husband, Wayne; sons, Scott and Bob Phinney; 2 nieces and 1 nephew and their families; stepchildren, Sherry Davis, David Davis from his 2nd marriage; grandchildren, Kacey and Kristopher Davis; great-granddaughter, Aurora; and stepchildren, Steve, Anne and Juliett from his 3rd marriage. He was predeceased by his father, Charles M. Phinney; and stepdaughter, Julia Chesley."

2nd "wife": Della. In the 1900 census, William's "wife" was Della, and Della's 1902 obit states that she was William's wife. However, in 1903, a woman named Bessie Elizabeth Norman claimed to be Della's sister and Della's only heir. She sued William and the executor, claiming that William and Della were never legally married, and that William had a living wife in Wisconsin (1903 news articles). Mrs. Norman claimed Della's true name was Della McCloskey.

He was a man of tremendous work ethic, great integrity, unselfish generosity, 'Jack of ALL trades', and had a wonderful sense of humor (very quick witted) for all occasions. A retiree of Great Northern Paper Company after 38 1/2 years of employment. After retirement, he continued to hold numerous part-time jobs working with the public fulfilling his love of interacting with people. A true pride of David's was being a member of the Provost Guard with the Anah Temple Shriners. He was predeceased by his Father amd Mother Donald and Elizabeth Tibbitts; Father-in-Law Bexton Seamans; and a Brother-in-law Steven Seamans. David is survived by his wife of 53 years Sandra D. (Seamans) Tibbitts; two children Daughter Becky D. (Tibbitts) Doughty and her husband Paul of Gorham, ME and Son Lonnie W. Tibbitts and his partner Robin Moore of Wildwood, FL; three grandchildren Sarah and Ryan Doughty and Isabella Tibbitts who greatly adored their grandfather. He is also survived by a Brother Donald Tibbitts, Jr. and wife Jeannie; Sisters Nancy Goodall and Susan Wilson; Sisters-in-law Earlene Andrick and husband Paul, and Sue Seamans all of Millinocket, ME; Brothers-in-law Dennis Seamans and wife Susan of Spartanburg, SC, and Roger Seamans and wife Donna; and Mother-in-Law Bernice Nickerson all of Millinocket, ME. Several nieces and nephews that all held a very special place in his heart. He also leaves behind his beloved dogs Amos and Benji and cat Charlie."
