Mr. Baxter is a member of Bristol Masonic Lodge and the Avoca Volunteer Fire Department in Bristol. Survivors include two sons and a daughter-in-law: James and Cheryl Baxter of Knoxville and Brian Baxter of Sydney, Ohio; a daughter and son-in-law: Patricia and Paul Green of Knoxville; five grandchildren: Bradley Green, Daniel Green, Alexandra Green, and Adam Baxter, all of Knoxville; and a brother: William Baxter, and special nephew: Frank Baxter of Mosheim."
