He was born in Gouldsboro, the son of Neal K. and Marcia G. (Foss) Dow Sr. Fred attended Steuben High School. He enlisted in the Army Nov. 18, 1952. He married Marie Ellen Patterson, from Georgia, on Dec. 2, 1955. Fred did five tours of duty overseas, which were: Korea, Marshall Islands, Germany and twice in Vietnam. He was a decorated war hero and was awarded many medals of honor including Vietnam Service Medal, Republic of Vietnam Campaign Medal, National Defense Service Medal (1st OLC), Meritorious Unit Commendation, Army Commendation Medal (2d OLC) and Bronze Star Medal. After retiring from the Army with 22 years of service he became a school bus driver for Sumner Memorial High School and retired with 20 years of service."
