Il épouse vers 950 Adèlaide-Werra, fille de Giselbert de Chalons (sur Saone) et de Ermengarde de Dijon, ce mariage lui apporte le Comté de Troyes. Robert et Adélaide ont deux enfants: Herbert IV qui suit et Adèle épouse de Geoffroi Grisegonelle Comte d'Anjou. En 958 Raoul de Dijon meurt, avec l'assentiment de sa veuve Liégard, Robert parvient à prendre le controle du chateau de Dijon à l'encontre du nouveau Comte Odalric désigné par Louis IV. Robert se heurte à Anségise, Eveque de Troyes et ancien Chancelier du Roi Raoul. Il l'expulse de la ville en 959. Anségise se plaint à Brunon, Archeveque de Cologne et de fait Régent de la Francie Occidentale. A la fin de 959 une armée Saxonne est sous les murs de Troyes, mais Robert les repousse. Il accepte néanmoins qu'Anségise revienne dans son evéché, mais Robert conserve le controle de la ville.
